"administration" is addressing a sickly looking skinny woman labeled "US Urban Needs" saying that there is enough money for both of the women. The artist drew us urban needs smaller and unhealthy in comparison to Vietnam war in order to illustrate that the government was spending to much money on the Vietnam war and starving other problems of much needed funds, such as us urban needs.
